High-Level Structure and key Clauses

The High-Level Structure (HLS) is the backbone of modern ISO management system standards, including ISO 9001.

Introduced to harmonize and unify the format across various ISO standards, the HLS makes it much simpler for organizations to implement, integrate, and manage multiple management systems—such as quality, environmental, and information security—using a common set of terms, requirements, and a shared structure.

This consistency reduces complexity, breaks down silos, and helps streamline compliance efforts for organizations of all sizes.​

ISO 9001:2015 adopts the HLS, presenting its requirements in ten clearly numbered clauses. The first three clauses are introductory, setting the scene for the standard:

The remaining clauses form the actionable requirements at the heart of a QMS. They are structured based on the Plan-Do-Check-Act (PDCA) cycle:


Context of the Organization (Clause 4): Requires identifying internal and external issues, relevant interested parties, and defining the scope of the QMS. This sets the stage for how the QMS will function within the unique environment of the organization.


Leadership (Clause 5): Focuses on management commitment, quality policy, roles, responsibilities, and organizational structure—emphasizing leadership’s role in driving quality and reinforcing customer focus.


Planning (Clause 6): Involves identifying quality risks and opportunities, setting objectives, and determining actions for addressing challenges and exploiting opportunities, integrating risk-based thinking into the heart of quality planning.


Support (Clause 7): Covers provision and management of resources—including competence, awareness, communication, and documented information—to ensure the QMS can operate effectively.


Operation (Clause 8): Deals with the operational planning and control of processes that deliver products or services; includes requirements related to customer communication, production or service delivery, and control of externally provided products and services.


Performance Evaluation (Clause 9): Outlines how an organization must monitor, measure, analyze, and assess QMS performance through internal audits, management reviews, and customer feedback.


Improvement (Clause 10): Encourages ongoing enhancement by addressing nonconformities, taking corrective action, and seeking opportunities for continual process and system improvements.​


The HLS thus provides a universally consistent structure that balances flexibility with a clear, logical flow. It is adaptable across sectors and encourages organizations globally to align quality management systems in a way that supports continual improvement and streamlined regulatory compliance.​
