The High-Level Structure (Annex SL)

The High-Level Structure (HLS), also known as Annex SL, is a standardized framework developed by the International Organization for Standardization (ISO) to harmonize the structure, terminology, and core requirements across all ISO management system standards.

Introduced to simplify the implementation, integration, and maintenance of multiple ISO standards within an organization, Annex SL provides a consistent format and common language for standards such as ISO 9001 (Quality Management), ISO 14001 (Environmental Management), ISO 27001 (Information Security), and ISO 45001 (Occupational Health and Safety).

The core objective of Annex SL is to create alignment among various management system standards, making it easier for organizations to integrate systems and reduce duplication in efforts, audits, and documentation.

Before Annex SL, ISO standards were developed independently with differing structures and terminologies, which often led to confusion and inefficiency when multiple standards had to be implemented concurrently.

Annex SL resolves this by defining 10 identical clauses and shared terms and definitions, encouraging a uniform approach to management system requirements.
